Philippe II, Duke of Orléans, regent of france while Louis XV was too young from 1715-23 had to deal with the moral panic regarding the vagabonds, or former farmers/peasants who migrated across the country seeking work but were often just homeless.
the solution provided was to just have cops round up and deport them to lousisana in 1718 but ended when it caused riots and mobs confront the head of police in his manor. he would later just send them to jail in 1723.
