It’s literally one of the most discussed topic here. There are multiple general communities, one of the most active is !opensource@lemmy.ml , another one is !foss@beehaw.org
I can’t speak in place of Rimu but maybe he is already busy with piefed development and maintening piefed.social ?
I recommend you creating a post on feddit.online for recruiting mods. You will have to post regulary and if the topic interest people, they will naturally come.
That’s a good start. For now we can’t comment a lot because there is no posts yet. Once you fill with content we will explore, and people that love your topic will join you. :)

You can look that up yourself. Click on Communities -> All Communities and search for "FOSS" and it’ll show them. Another search term would be "open-source".
Edit: And I’m not a mod here, but I think you’ll want to ask these questions in a different community. !newcomers@piefed.zip or !piefed_help@piefed.social are good for beginner questions.
